|
| Referees |
| Scheduling and payment of referees
is the responsibility of the home team. The referee will determine game cancellation in
the event of inclement weather. In cooperation with the referee unit one center referee
and two linespersons should be used at all games. |

| Fields |
| The Clubs will make fields ready
and available for play. The visiting team will kick off to start the game, defend the
south or east goal and occupy the south or east side of the field for their bench area.
The home team will kick off to begin the second half, defend the north or west goal and
occupy the north or west side of field for their bench area. The home team is listed first
on the schedule. Where possible both teams will occupy one side of the field and parents
as well as spectators will watch the game from the opposite side of the field. |

| Coaches |
| Coaches are responsible for the
behavior of the entire coaching staff, players, parents and spectators. Referees are
expected to notify the head coach should there be a problem with any of the above listed
participants. If the referee feels control is in question, the referee will RED CARD the
game and suspend play. Physical or verbal abuse of referees or linespersons will NOT be
tolerated! In the event both teams are on the same side of the field, the coaches will be
restricted to coaching from the halfway line to the 18 yard line. |

| Players |
| All players must wear shin guards
covered entirely by stockings. Players will not be allowed to play wearing ANY type of
metal, plastic or plaster cast, even if it is wrapped. All recreational players are
expected to play a minimum of half of each game. Adjustments in playing time may be made
in the event the player is absent from practice without notifying their coach or in
accordance with Club policies. There Is NO slide tackling at the U-10 level or lower. |

| EXCEPTIONS |
| Goalkeepers at the U-12 and U-14
levels may play the entire game in the goal as long as the player and his/her parent have
an agreement in writing with their respective Club. |
| Coaches are reminded this is a
recreational program and the League Commissioners suggest teams play at equal strength. |
|
| Yellow Card Rule |
When a player or players receives
a yellow card they must leave the field immediately. The yellow carded player or players
may re-enter the game at the next allowable substitution. The yellow carded player or
players may be substituted for as soon as the yellow carded player leaves the
field. If there is no available player to substitute, the offending team must play
short until the next available substitution time.
There will be no exceptions
to this rule. |

| Restraining line |
| In the event a restraining line is
painted on the sideline, coaches are expected to keep all equipment, substitute players,
spectators and their staff behind the line. If no line is visible please maintain
a distance of at least two yards from the sidelines |
|
| Play Back to the Goalkeeper |
| The Laws of the Game have been
changed to eliminate the goalkeepers right to play a ball with his hands that has
been played back by a teammate's foot or thrown in to the goalkeeper from the
sidelines. Head balls, chest balls or any other play back other than the teammates foot is
permitted. Inadvertent touches during play may be picked up by the goalkeeper as
with any ball played into the penalty area by an opponent |

| DisputesProtests / Complaints |
| Any dispute, protest or complaint
should be directed to the individual who represents your Club. Conflicts will be resolved
by the League Director and the W.A.R.S. Board. In the event play must be suspended or
canceled due to weather, the League Director and the W.A.R.S. Board representatives will
make the decision as soon as possible. If play must be canceled by one Club, all Clubs
will follow to avoid confusion. |

| Miscellaneous |
| Make up rained out games as soon as
possible. All players and teams deserve to play a full season. Refusal to play a
makeup or reschedule a makeup game may cause your team to not be scheduled in the
following Spring or Fall season. |

| Please remember this is a recreational soccer
program. We are all volunteers. With your cooperation and understanding this League will
continue to be a success. The needs of all the soccer clubs in the Waukesha region
continue to grow, this League is just the beginning. As the interest in soccer
continues to grow, more teams will be looking for better Leagues. |

| Together we provide our children with the
opportunity to play against a variety of teams. We can make this a positive experience for
all if we always keep in mind that this is a RECREATIONAL program designed to provide
children with a healthy understanding of sportsmanship and team play. The variety of teams
will help provide the correct balance critical to a positive learning experience. |
